In 2016 in the Netherlands the VAR was replaced by model agreement. The DBA system sees the Tax and Customs Administration of the Netherlands assesses whether there is an employer-employee relationship between the organisation and the interim worker to determine tax liability. When it’s clear a freelancer is self-employed, they can work without a model agreement. The Dutch government intends to replace the current Employment Relations Deregulation Act (DBA) as of 1 January 2020. Until then, its enforcement has been suspended.

In the UK the Disclosure and Barring Service (DBS) checks police records and, in relevant cases, information held by the Independent Safeguarding Authority (ISA) to certify temporary workers when required. DBS checks are mandatory for candidates put forward for any temporary assignments that include working with children or vulnerable adults

A model of supplying contingent labour whereby the outsourced supplier sources contingent labour through client-dedicated recruiters using the client’s employer brand to attract candidates. Unlike the traditional Master Vendor MSP models, the candidate databases are not shared with other clients and candidates are not offered roles in other companies.
